John P. Inglesino is the Managing/Founding Partner, of Inglesino Taylor. Mr. Inglesino concentrates his practice in the areas of redevelopment, land use law, affordable housing litigation, real estate transactions, and municipal/government law. He represents both private and public sector clients.
Mr. Inglesino has over thirty years of experience representing many of New Jersey’s largest developers. He regularly appears before planning boards, zoning boards and other governmental entities on behalf of his private sector clients to obtain various approvals and enter into various agreements. In addition, he also provides litigation services for his clients in connection with redevelopment and land use related cases. Mr. Inglesino guides his clients through the cumbersome approval process that exists in New Jersey. He is well versed in New Jersey’s municipal land use law and Redevelopment law (he has lectured on aspects of the New Jersey Redevelopment and Housing Law for the State and the Morris County Bar Associations), and counsels his clients regarding the legal and practical aspects of development and the Redevelopment process. Mr. Inglesino has successfully negotiated long-term tax exemptions on behalf of several clients (both private and public), and he has lectured on PILOTs before the New Jersey State Planning Commission and the Morris County Bar Association.
Mr. Inglesino is very experienced in the area of affordable housing law in New Jersey. He is counsel to several property owners and developers in “Mt. Laurel” litigation. Mr. Inglesino has intervened into several “Mt. Laurel” cases, achieving outstanding results for his developer clients. Mr. Inglesino knows how to use New Jersey’s affordable housing laws to obtain multifamily housing developments that municipalities would otherwise not approve.
On the public side, Mr. Inglesino is special redevelopment counsel for the Town of Morristown, Township of Nutley and the City of Bayonne. He also serves as a planning board attorney for the Town of Morristown and Borough of Florham Park.
Mr. Inglesino served as General Counsel for the North Jersey District Water Commission, and serves as special sewer litigation counsel for the Township of Lopatcong. He serves as General Counsel for the Morris County Insurance Fund where he provides a broad range of counsel and manages all litigation. He was the Township Attorney for the Township of Parsippany-Troy Hills from 2010-2017. He served as Associate Counsel for the New Jersey League of Municipalities from 2010-2017.
Experience
From 2005 – 2007, Mr. Inglesino served as Chief Counsel to the Federal Monitor of the University of Medicine and Dentistry of New Jersey (“UMDNJ”). Mr. Inglesino was responsible for, among other things, compliance of the Monitor’s responsibilities under the Monitor’s Agreement with UMDNJ and the Deferred Prosecution Agreement between the US Attorney’s Office for the District of New Jersey and UMDNJ.
Mr. Inglesino also has a distinguished record of public service. From 2012 – 2018, he served as a member of the Board of Trustees of the New Jersey Public Broadcast Authority, having been appointed by Governor Chris Christie.
Mr. Inglesino served as an elected member of the Morris County Board of Chosen Freeholders from March 2001-December 2007. As a Freeholder, Mr. Inglesino served as Freeholder liaison to various County departments and agencies. He served as chairman of the Morris County Insurance Fund. He was the force behind the creation of the Morris County Improvement Authority, which has saved taxpayers millions of dollars since its inception. Mr. Inglesino is the former Mayor of Rockaway Township, Morris County, New Jersey (1996-2002) and former Rockaway Township Councilman (1994-1995).
